When OPEC's attempt to play the "oil card" for the first time during the Six-Days War in 1967 is an embarrassing failure, everyone in Washington concludes there's no future threat, Everyone, that is, except the one man in the CIA who understands the oil business and knows it's only a matter of time until OPEC gets it right. His first major setback is the sadistic murder of a key component of TRINITY, the Venezuelan Oil Minister, whose body is found in Mexico City on the eve of the 1968 Olympic Games. This forces his hand to call in an old friend who has operated as a stringer for the Agency in the past and had been used as a conduit in his original contact with the Venezuelan.
